Hi Sandi. You should be able to find the information you want on FreeReg which is, as its name suggests, free to use. But to help you on your way:

According to the 1851 Census William PARKER  was born c1783 in Bleadon. According to FreeReg he was baptised in Bleadon on 6 February 1783 to parents Sam and Betty. According to the same source Samuel PARKER  married Elizabeth JENNINGS (a Widow) in Bleadon on 22 May 1768.

I assume that Samuel and Elizabeth had children before William was born (and perhaps afterwards) but I haven't searched for them. FreeReg should help you with that and, hopefully, the birth/baptism of Samuel as well. Let us know how you get on in your quest and, if you need more help, don't hesitate to ask.
